The most important factor which affects the risks of product liability is product’s quality and the local legal environment. Besides, the users’ consuming and claimant consciousness, the judgment of the relevant accident also affect the risk. In the nowadays? world,? because of the economic level , the culture level of the citizen of USA，Canada and the developed area of Europe are relative higher and the claimant consciousness of the citizen is stronger, therefore, the risk of product liability is higher than other places of the world.
